West Virginia Community Action Partnerships, Inc. (WVCAP).is seeking a Technical Assistance Provider (TAP) for the Rural Community Assistance Program (RCAP). Focus is on assistance to water/wastewater utilities/communities with project development, training board members/operators, as well as with managerial/financial issues. TAP will act as the RCAP representative to personnel in Federal, State, regional and other organizations, conducting needs assessments, providing compliance-based training and serving as the liaison between these agencies and the community. A strong background in Science, Engineering, Public Administration or Management required. Ideal candidate will have several years of experience working with water/waste water systems. Experience in small town administration, financial management and project development may be substituted. Requires both day and overnight in-state and occasional regional travel for assignment and training. Requires reliable vehicle, attendance at public meetings, advanced computer skills (Word, Excel, etc.) data and report management, excellent oral and written communication skills, attention to detail and ability to lead, work independently or with a team.
